INTRODUCTION

This is the Ghana Maritime Authority, (GMA) a governmental institution operating under the Ministry of Transport. GMA was established by an act of parliament, i.e. the Ghana Maritime Authority Act 2002, (Act 630).

This brochure has been designed to provide our clients and the general public information on the standards of service delivery of the GMA in order to ensure prompt, efficient and improved service delivery.

VISION

The vision is to ensure that the seas and inland waters of Ghana are safe, clean and secure and to facilitate the contribution of these assets to national, economic and social development.

MISSION

Our mission is to ensure the provision of safe, secure and efficient shipping services and the protection of the marine environment from ship source pollution. We are also to oversee to the training, engagement and welfare of Ghanaian seafarers.

FUNCTIONS

GMA’s functions revolve around its Port State Control and Flag State implementation activities.

Port State Control

Ensure that all foreign ships that berth in our ports are seaworthy.

Flag State Implementation

Ensure that all vessels including fishing vessels which fly the Ghana flag comply with safety regulations for operational purposes.

SERVICES RENDERED

  • Conduct seafarers’ examinations
  • Issuance of Certificates of Competency
  • Issuance of Seafarers’ Record Books and Certificates of Discharge.
  • Registration of ships.
  • Conduct safety equipment surveys
  • Survey inland water vessels
  • Maritime Advisory services to Government

We shall issue certificates within the following time frames:

 

SERVICE TIME FRAME
Registration of ship Within two (2) working days
Seafarer’s Record Book and Certificate of Discharge. Within one (1) working day.
Conduct statutory survey for the issuance of certificate of survey to a vessel. Within one (1) working day,
Processing of application to determine eligibility of candidate for upgrading courses and issuance of Notice of Eligibility. Within fourteen (14) working days.
Certificate of Competency Within fourteen (14) working days
Certificate for medical examination for seafarers. Within five (5) working days
Vessel evaluation prior to registration. Within four (4) working days.
Maritime accident investigation. Within thirty (30) days (submission of Draft Report)

 

WHAT WE EXPECT FROM THE PUBLIC

  • Ensure that appropriate forms are properly completed before submission.
  • Adhere strictly to all procedures for lodging of completed forms.
  • Be courteous and polite to our staff and demand same from them.
  • show patience and tolerance to staff.

 

 INFORMATION TRANSPARENCY AND CONVENIENCE

  • GMA will respond to queries and complaints within 7 days.
  • GMA will endeavour to provide its clients/customers with all the information they need to access its services.
  • Information counters will be made available at our Clients Service Unit.
  • Pamphlets will be made available at our Clients Services Unit.
  • Suggestion boxes will be provided at our Clients Services Units to facilitate feedback on quality of our services.
  • We will provide clean, healthy and friendly reception areas for the convenience of our clients/customers.
