The GMA is responsible for training and certification of Ghanaian seafarers in accordance with the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) which prescribes the global minimum standards for seafarer training and certification. The Authority conducts examination and issues certificates of competency to Ghanaian seafarers trained at the Regional Maritime University. The training and certification are conducted in accordance with the provisions of the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) which has been incorporated into Ghanaian law by virtue of the Merchant Shipping (Training, Certification and Watchkeeping) for Seafarers, 2004, LI 1790.

The GMA has also put in measures to ensure that Ghanaian seafarers are not only trained in accordance with the STCW but also high premium is place on the certificate of competency issued by the GMA. These measures include the following:

  • The implementation of the Quality Management System (QMS) established for the seafarer examination and certification unit of the Authority. The QMS ensures effective supervision of the curricula and training methods of the Regional Maritime University and also the processes for the issuance of seafarer certificates.
  • Enhancing new certificates of competency and seafarer Discharge Books with additional security features to prevent faking of documentation,
  • Creation of a strong room for securing certificates and examination questions,
  • Installation of CCTV systems and other quality control measures to monitor activities and forestall certificate fraud,
  • Internet connectivity to ensure prompt and effective responses to requests for verification of Certificates of Competency issued to seafarers by the GMA.

 

Issuance of Certificate of Competency/Proficiency

1. Applicant takes all necessary documents to the Training, Examination and Certification (TEC) unit for vetting;

  1. Valid medical certificate issued by Ghana Maritime Authority (both original and photocopy)
  2. All photocopies of training certificates from RMU with the originals for scanning.
  3. Photocopy of a form of identification (either international passport or discharge book)
  4. Original certificates if previously issued by Ghana Maritime Authority.

2. A note is subsequently issued to the applicant indicating the certificate he or she is qualified for and the applicant proceeds to the Accounts unit for a payment order form and proceeds to the bank to pay for the certificates applied, vetted for and clearance form issued for.

3. Applicant returns to the accounts unit with bank pay-in-slip for a receipt of payment for certificates applied for and proceeds to the TEC unit for an application form.

4. Applicant fills out the certificate application form and attach it to the following documents

  1. Payment receipts
  2. Valid medical certificate issued by Ghana Maritime Authority (both original and photocopy)
  3. All photocopies of training certificates from RMU with the originals for scanning.
  4. Photocopy of a form of identification (either international passport or discharge book)
  5. Original certificates if previously issued by Ghana Maritime Authority.

5. Applicant’s details are then taken through a biometric system.

6. A collection form is issued to the applicant with a collection date.

7. Certificates are issued within working 5 days of application.

Procedure for the Issuance of Seafarer's Medical Certificate

  1. Applicants should purchase a medical form from the GMA accounts office after making payments into the Ghana Maritime Authority’s ECOBANK ACCOUNT nation wide.
  2. Applicant proceeds to the designated medical centre for the medical examination.
  3. Applicant submits results of the medical examination at the registry of the Authority (Head office) and fill in a form.
  4. It takes five (5) working days for an applicant to be issued with a Medical Certificate.

Seafarer's Record Book & Certificate of Discharge

Requirements for the Issuance of Seafarer's Record Book & Certificate of Discharge

  1. Applicant must not be less than 18 years
  2. Applicant must have a minimum of basic education certificate JSS/JHS
  3. Must possess a valid proof of a National Identification
  4. Applicant must:
    • Have under gone a pre-sea training course approved by the Ghana Maritime Authority
    • Must possess the four (4) basic Mandatory Training certificate in Fire Prevention and Fire Fighting, Personal Safety and Social Responsibilities, Elementary First Aid and Personal Survival Techniques
  5. Applicants must be medically fit with a valid medical certificate of fitness for sea service issued by the Ghana Maritime Authority.
  6. Applicant must submit four colour passport size photographs of 32mm x 32mm taken on a white background within six months of the date of application without dark glasses or a hat.

Eligibility: - Graduate of the Regional Maritime University (Nautical Science i.e. Deck Cadet, Marine Engineering i.e. Engine cadet, Electrical/Electronic. Marine Engine Mechanic and other skilled ratings.

Procedure for Issuance of Seafarer's Record Book and Certificate of Discharge

  1. Prospective applicant submits himself or herself to the authorized officer for interview with the required documents.
  2. Qualified applicant is issued with payment order form for payment of the appropriate fee into Ghana Maritime Authority Accounts at Ecobank nation wide.
  3. Qualified applicant obtains a number of the serially numbered booklet for GMA official receipt.
  4. Qualified applicant submits four passports pictures (taken on a white background) and his / her personal details on an application form (C.R. 1) including name and address of his/her next-of-kin.
  5. It takes a day for an applicant to be issued with a discharge book.

Replacement of Seafarer's Record Book and Certificate of Discharge

Lost, mutilated and continuous books are replaced upon application by holders of previous books. The procedure for application is the same as Procedure for Issuance of Seafarer's Record Book and Certificate of Discharge.
