Governance and Leadership

The Ghana Maritime Authority (GMA) is governed by a thirteen (13) member board, which provides direction and supervises the Authority’s activities.

The organization is headed by a Director-General, who is appointed by the President in accordance with article 195 of the Constitution. The Director-General holds office on the terms and conditions specified in the letter of appointment and is responsible for the day-to-day administration and efficient running of the Authority as well as the implementation of its programs.

The Authority has two deputies Directors-General, also appointed by the President with specific briefs namely; Deputy Director-General (Technical Operations) and Deputy Director-General (Finance & Administration). The organization’s direction is mapped out in its strategic plan, which is renewed every four years.

Mr. Robert Kutin

Mr. Robert Kingsford Kutin is a creative and dynamic freight forwarder as well as a seasoned international freight forwarder with 35 years of working experience in Freight Forwarding, Project Cargo Management, Freight Logistics, and Cargo Handling, Warehousing, etc., with proven success in various areas aforementioned. Before he was appointed as the Board Chairman for the Ghana Maritime Authority in 2017, he had been a Board member of the Authority from 2009 to 2013.

Mr. Thomas Kofi Alonsi

Mr Thomas Kofi Alonsi is a solicitor with over sixteen (16) years of working experience both in the private and public sectors. Until his appointment as the Director-General of the Ghana Maritime Authority in March 2019, he worked with Sory @ Law, a law firm located at East Legon, Accra as a practicing lawyer. He also worked briefly with the National Commission for Civic Education as a research officer.

MRS. MARGARET CAMPBELL

Mrs. Margaret Campbell

Mrs. Margaret Campbell is a lawyer with considerable expertise in Maritime Law. She graduated from the University of Ghana with an LL.B in 1982 and obtained a Master of Laws degree from Kings College, the University of London in 1986, specializing in Maritime Law. She holds a certificate in Management from the Queensland University of Technology. She lived and worked as a lawyer in Australia, having been admitted to the Bar in the state of Western Australia in 1992 and in Queensland in 1996.

Mrs. Irene Odokai Messiba

Irene Odokai Messiba is a Public Financial Management Expert with over eighteen (18) years of experience in Public Sector Budgeting, Gender-Based Budgeting, Social Accountability, and Citizens’ participation in Local Governance. She worked as an Administrative Officer responsible for Budgeting in the Ministry of Local Government and Rural Development. She was part of the Team that developed the Composite Budget Manual as well as trained MMDA staff in Composite Budgeting.

Mr. Fred Kwasi Antwi-Boadu was born on 11th January 1981 in Asankrangwa in Amenfi West Municipality. He has over a decade of working experience at the top management level in various industries, including banking and finance. He is a member of various professional bodies such as the Chartered Institute of Marketing Ghana, Chartered Institute of Bankers Ghana, Digital Finance Practitioners Ghana and Ghana Psychology Council.

Senior Lecturer and Dean of the Faculty of Maritime Studies at the Regional Maritime University, Accra, Ghana, having specialized in Maritime affairs, is passionate about exploring and bringing to the fore the untapped potentials of the blue economy and allied industries. Her objective for the past twenty-seven years has been to nurture young people in the West African sub-region and beyond to adequately tap the opportunities offered by the blue economy and allied industries in sustainable ways for their economic benefit.

Mr. Micheal Luguje

Michael Luguje, Director General of Ghana Ports & Harbours Authority (GPHA) since July 2018 capped a long and illustrious career in Shipping and Port Management. Until his appointment as the Director-General of GPHA, he served as the Secretary-General of the Port Management of West and Central Africa (PMAWCA), headquartered in Lagos, Nigeria, a position he took up in August 2012.
